The 1980s and 1990s would see a
mini boom in holiday caravan sales
and more customers wanted their
home comforts such as connection
to mains sewers and power, not to
mention better plots. Meanwhile
residential parks catered for the
early retirement buyer wanting to
downsize from bricks and mortar.
As manufacturing standards
developed, further protections were
added for those living in ‘mobile
homes’ later to become park homes
with the 1983 Mobile Homes Act
(which is still referred to) along with
specific standards for the layout of
parks. Park homes saw increased
sales with the opening of new parks
while some older holiday and touring
locations were redeveloped to meet
demand for a new housing tenure.
Moving with the times
Roll the clock forward and in the
last 30 years there have been
significant changes to both holiday
and residential parks. Holiday parks
offer a lifestyle choice for couples
and families, with holiday caravans
and holiday lodges designed for 21st
century holidays at any time of year
with sustainability at the heart of all
they offer. Residential parks continue
to offer over 100,000 owners a unique
housing option in communities of
like-minded people.
During this time the NCC has
worked to support the industry
and its dedicated consumers with
the introduction of specific guides,
codes of practice, model contract
documentation as well as a number
of lobbying successes including the
successful opposition of a move
to introduce 20% VAT on a holiday
caravan (now 5%). The NCC also
successfully diverted the Welsh
Government away from introducing
a version of the Mobile Homes Act for
holiday parks to secure their future,
and persuade Government during
the Covid pandemic to open holiday
parks for the summer of 2020 to allow
holidaymakers to enjoy their breaks
in a self-contained unit that’s “socially
distanced by design”.
